Calmer heads prevailed at this week’s international meetings on control over the Internet. The World Summit on the Information Society (WSIS) meetings in Tunis are coming to an end after a compromise was reached about control over the Internet infrastructure. ICANN currently coordinates the technical foundation of the Internet, with the United States playing a mostly hands-off role as the legal backstop.
Some more “hands-on” countries (China and Syra, for example) were cheerleading an EU effort to insert governments into the role of overseeing the Internet. The stalemate was more about businesses vs. government control than US. vs. The World angle in the papers, but hey the media needs controversy and that’s a sexy if oversimplified story....
After months of wrangling, the 100 or so nations present agreed that the current system would be left intact (for now) and instead created an Internet Governance Forum to continue a discussion.
The Internet is so important to our global economy that its vital that nations come together to discuss how they can work together to make it better. There is a great role for the UN to build social programs to build the digital divide. There are practical reasons for nations to try to jointly tackle issues such as crime on the Internet just as they have historically done to combat other forms of crime. After all, that’s what Interpol is all about.
But it’s heartening to see that when it comes to management of the Internet infrastructure, 85% of which is owned by the private sector, that they took an “If it Ain’t Broke Don’t Fix it Approach.”
At least for now. Notwithstanding this positive development, there are already rumblings that this just sidestepped the issue. The International Telecommunications Union (ITU), which has been itching to replace ICANN, is now likely to take the lead in driving government regulation of the Internet as it heads toward its quadrennial “Plenipot” meetings next fall.
Stay tuned. This debate is not over, but an important misstep was at least averted.
